Halang ang kaluluwa! Irregularities uncovered during SET ballot recount vs De Lima
A claim from Former Metropolitan Manila Development Authority (MMDA) chairman and incumbent presidential political adviser Francis Tolentino, on Friday, regarding the several irregularities on the ongoing ballot recount by the Senate Electoral Teibunal, during its first three days, that were uncovered. This is in connection with his electoral protest against detained Senator Leila de Lima.
In an interview with Tolentino, he said that several ballot boxes in pilot precincts in Calbayog City, Samar, contained the 2013 midterm elections’ used ballots.
“There are ballots for 2013 elections. We are referring to the 2016 elections. So, we are questioning why several ballot boxes contain 2013 ballots,” according to him.
“The 2013 ballots have different color, they also contain different names of candidates to be shaded. And I'm not a candidate in 2013...How come those 2013 ballots are mixed up with the 2016 ballots? They should have been removed from the ballot boxes after the 2013 elections unless there was an electoral protest,” he added.
Tolentino’s camp will file a nullification of vote results for the uncovered ballots in the said precincts in 2013, this is because of his lost in the Senatorial Race where he placed 13th after De Lima, who got the last spot with a difference of 1.2 million votes. He also added that on election history, there are only approximately 40,000 votes difference between the 12th and the 13th placer. That is why he doubts De Lima’s win on the 12th spot.
“If you would review the previous elections, it was usually a close fight between 12th and 13th placers, with lead of around 40,000 votes. Last elections the lead suddenly ballooned to one million votes,” Tolentino said.
When Tolentino got zero votes on the ongoing recount in several precincts in the areas of Isabela City, Sumisip, and Tabuan-Lasa in Basilan, in Datu Sinsuat, Parang, and Matanog in Maguindanao and in Turtle Island in Tawi-Tawi, he is unconvinced wherein according to him, he won in the said provinces.
“For instance in Maguindanao, province-wide I won. So, it's statistically improbable that there are towns where you got zero vote because you won in the province," Tolentino said.
He also said that he won over De Lima when they recounted the ballot boxes in one precinct in Bocaue, Bulacan in contrast on the transmitted vote results on May 9, 2016.
Former University of the Philippines Law dean Pacifico Agabin, who leads Tolentino’s legal are disputing the said resulta on various grounds that include but not limited to the change of computer hash codes that resulted to the impeachement of Commission on Elections Chairman Andres Bautista by the House of Representatives last October 10.
