A leaked chat message allegedly coming from a public relations officer working for former Interior Government Secretary Mar Roxas is believed to be a proof of the man's initiation of a black propaganda campaign against then President Benigno Aquino III.

In February 2015, PR operator Joyce Ramirez of PR ASIA Worldwide, who claimed to be under Mar Roxas' marching orders, issued these instructions to #INTERXN, her team of social media influencers:

"Wag masyado hard sell kay Mar ha and pumili kayo matinong photos wag yung mukang stunt PR (sic). Act like news outlets," Ramirez' message read.

The message was shared by RJ Nieto of the blosg site Thinking Pinoy in its Facebook page.

According to Nieto, in 2015, then-DILG Secretary Mar Roxas, in a desperate attempt to salvage his presidential ambitions, engaged in a multi-million peso black propaganda campaign against then President Noynoy Aquino.

PR operator Joyce Ramirez was at the helm.

He said the campaign aimed at pinning all the blame on the Aquino over the #SAF44-Mamasapano Scandal, effectively shielding Roxas from Mamasapano-related bad press.

The SAF 44 tragedy occurred due to the mishandling of the situation by former President Aquino. Aquino led the operation with then PNP Chief Alan Purisima who was, at that time suspended from service, adding another dose of controversy on the whole situation.  Interior Secretary Mar Roxas was also reportedly not informed of the operation and was left as a sacrificial goat by Aquino when the Mamasapano clash ended in tragedy.
