A low pressure area (LPA) spotted 25 kilometers east of Calayan, Cagayan may develop into a tropical depression and will be named Helen, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said.
In its 11 a.m. advisory, Pagasa said the LPA may intensify into a tropical depression in the next 48 hours.
It said tropical cyclone wind signal #1 may be immediately raised over some provinces in Northern Luzon.
The LPA will bring scattered light to moderate with at times heavy rains over Batanes, Cagayan, Ilocos Norte, Abra, Apayao, and Kalinga.
