Lawmaker pushes ‘Bayanihan Part 3’
MARIKINA City 2nd District Rep. Stella Luz Quimbo appealed to economic managers to support the P1.3-trillion stimulus bill, which she called “Bayanihan Part 3”.

“We appeal to economic managers to support the ARISE bill as a Bayanihan Part 3. Kung may (If there is) Bayanihan to Heal as One na (that is) Part 1, sinundan ng (followed by) Bayanihan to Recover as One na (that is) Part 2, kailangan pa ng isa pang (we need another) Bayanihan na (that is) Part 3… pwedeng itago sa pangalang (that was can hide under the name) Bayanihan to Arise As One”, Quimbo, an economist, said in part in a statement issued on Wednesday.

The measure, which was passed on third and final reading before the House of Representatives adjourned in June, stands for the Accelerated Recovery and Investments Stimulus for the Economy (ARISE).

“Under ARISE, we have a comprehensive plan to address the economic crisis. ARISE proposes 1.3 trillion over three years. Special attention is given to our small businesses who are most in need of resources in order to stay afloat, with 60B allocated for MSME loans and assistance under DTI and SBC. Kasama din po ang (Also included are the) credit mediation services, para hindi mahirapan ang ating (so that our) MSMEs sa proseso ng pag-utang (won’t find the loan process difficult)”, Quimbo said.

MSMEs are micro, small, and medium enterprises. DTI is the Department of Trade and Industry. SBC is the Small Business Corporation.

“Sa ngayon po (For now), surgery na ang kailangan sa sugat ng ekonomiya (is what is needed to treat the wound of the economy); First aid ang Bayanihan 1, Emergency Room ang Bayanihan 2, pero di ito sapat para buhayin ang ekonomiya (Bayanihan 1was first aid; Bayanihan 2, emergency room but these aren’t enough to revive the economy)”, Quimbo said.

The House passed the Bayanihan to Recover as One Act (Bayanihan 2) on third and final reading on Monday.
