Payroll system ‘adjustment’ caused delays — Fernandez
PHILIPPINE Sports Commission (PSC) Commissioner Ramon Fernandez explained that the delay in disbursement of monthly allowances of national athletes and coaches - usually every 10th of the month - was caused by an adjustment in the payroll system and by the two-week lockdown of Land Bank.
Even before Sen. Christopher Lawrence “Bong” Go called on the PSC to fast-track the payouts, Chairman William Ramirez and the other sports commissioners had already been prioritizing the matter, said Fernandez.
The commissioner disclosed that after unmasking a payroll swindler within the PSC, the government sports agency and Land Bank clamped down on the system and began to revamp it. Unfortunately, a bank staff member tested positive for the coronavirus, shuttering operations for the requisite 14-day quarantine of personnel.
“Maski naman hindi siya nag-comment doon, we are already working on it. Kailangan lang kasi ayusin ‘yung sa Land Bank at ‘yung mga computer namin para synchronize[d] na at hindi na mangyari ulit (Even if Sen. Go had not commented about fast-tracking the disbursement, we are already working on it. We really just need to synchronize our computer system with Land Bank to prevent fraud from happening again),” reasoned Fernandez to The Manila Times on Saturday in a phone interview.
“All the safety measure[s] to be put in place…eh, kaso nag-lockdown sila ng two weeks, kaya ayun, ‘yun lalong naka-delay. Sa padding nag-umpisa (But the bank went into lockdown for two weeks, and thus, there was further delay. It all began with the payroll padding swindle),” summed up Fernandez, assuring all athletes and coaches that monthly allowances will be paid out within the coming week.
According to Go, who is the chairman of the Senate Committee on Sports, the lawmaker took up the cudgels for the athletes and coaches when he received a complaint about the delay in monthly allowances for the months of June and July.
The Manila Times attempted to get a statement from PSC Chairman Ramirez, who was unavailable for comment.
